Report: Reducing Violence Without Police

A Review of Research Evidence

Shani Buggs, PhD, MPH, co-wrote a report, alongside members of the John Jay College Research Advisory Group on Preventing and Reducing Community Violence, summarizing research on policies and programs known to reduce community violence without relying on police. This report was requested by and submitted to Arnold Ventures.

Seven key strategies identified by the group were:

  1. Improve the physical environment
  2. Strengthen anti-violence social norms and peer relationships
  3. Engage and support youth
  4. Reduce substance abuse
  5. Mitigate financial stress
  6. Reduce the harmful effects of the justice proces
  7. Confront the problem of guns
